Project Update (June 2026)

Thank you to those who provided comments on the draft concepts (see links below). City staff and the design team working on the project have reviewed all comments and they will be considered as design work continues through the summer and fall of 2026.

Several comments expressed similar points relating to how the two intersections function today, how the proposed improvements would affect them in the future, and this project's relationship to the larger corridor vision set forth in the Broadway Corridor Study. Key Community Comments and Project Responses

Why does the project feel limited compared to the corridor’s needs?

We heard strong support for improving safety at these intersections, along with a desire for more substantial changes along the Broadway corridor. Many of these potential changes were identified in the 2024 Broadway Corridor Study, which established a broader long-term vision for the corridor.  That vision is illustrated in the figure below. Preferred concepts were developed for the intersections of Broadway & Littleton Blvd. and Broadway & Mineral Ave. incorporating the Broadway Corridor Study’s goals, vision, and recommendations. Drafts of these concepts are available below:

Initial design and construction cost estimates indicated these concepts would cost approximately $22 million, but because that full funding isn’t yet available, the City is moving forward with near‑term improvements that are possible under the HSIP grant awarded to the City. The project team went through an iterative process to evaluate and reduce the scope of the “ultimate” concepts to fall within the City’s current project budget while not precluding future realization of the ultimate / envisioned cross section.

These initial upgrades focus on delivering the greatest safety benefits within current financial limits. Importantly, the work being done now is designed so it won’t prevent or constrain the larger, long‑term vision from being built in the future. The goal is to make meaningful progress today while setting the corridor up for future investment.

Why are these the only corridor improvements being included?

Many community members expressed frustration that the project does not address the full range of corridor needs on the Broadway Corridor.

It’s understood that other segments and intersections on the corridor also need operational and safety improvements. Many of these were identified through the Broadway Corridor Study process. However, the scope of this specific project and the HSIP grant awarded to the City is focused just on the intersections at Mineral Ave. and Littleton Blvd. 

Will the project make traffic congestion better?

Concerns about congestion, queueing, and traffic flow at the intersections were a key theme in community feedback.

Traffic operations and queueing were carefully analyzed throughout the concept development process. A traffic analysis was completed to assess how improvements would affect intersection operations for existing and forecasted traffic volumes.

The project concepts reflect an effort to balance safety improvements with maintaining reasonable traffic operations at the intersections and along the larger corridor. Multiple options were evaluated in the development of the concepts, and signal timing and roadway striping will continue to be refined during final design to support efficient operations.

Our current traffic analysis shows that if no changes are made to these two intersections the traffic operations will degrade as traffic volumes grow. Under this analysis, as traffic volumes grow, the proposed alternatives at each intersection will result in minor operational improvements compared to taking no action at all. The proposed alternatives also create safety improvements for vehicular users, pedestrians, and cyclists that would not be present if no action is taken.

How is pedestrian safety, especially near schools, being addressed?

Improving pedestrian safety, particularly near Littleton High School and the EPIC Campus, was one the issues that respondents expressed greatest support for.

Improving student and pedestrian safety at both intersections have been a primary objective during development and evaluation of concepts. As such, a safety assessment specific to this project was completed. Planned improvements include upgraded ramps and crosswalks, ADA-accessible features, and signal enhancements to make it easier and safer to cross the intersections. These changes will provide meaningful safety benefits within the scope of the current project.

How does the project balance cars, bikes, pedestrians, and transit?

Community feedback reflected a range of perspectives on how the roadway should serve different users.

This project is aligned with the 2024 Broadway Corridor Study, which envisions a multimodal corridor that accommodates drivers, pedestrians, bicyclists, and transit users. This project focuses on improving safety for all users and improving operations while working within existing financial constraints. While not all desired multimodal elements, as envisioned in the Broadway Corridor Study, can be implemented at this time, this project is a step toward that vision and providing a more balanced and inclusive transportation corridor.

Will access to homes and businesses change?

Some community members raised concerns about potential changes to driveway access to nearby properties and medians.

As concepts were developed, access management was carefully evaluated alongside safety and operational considerations. Where possible, the project team worked to minimize impacts to properties and businesses. Under the proposed alternatives, no existing driveways will be closed, only modified with additional safety features to deter already restricted movements.

Access and right-of-way details will continue to be refined during final design to balance safety improvements with maintaining reasonable access.

What about concerns outside the project scope?

Some comments focused on broader community issues such as homelessness, enforcement, and conditions beyond the project limits. While these are important concerns, this project is specifically focused on physical roadway and intersection safety improvements at the two locations specified.

Feedback on broader issues will be documented and shared with appropriate City departments to support coordination and future efforts where applicable.

Overview

The City of Littleton received funding through the Colorado Department of Transportation (CDOT) Highway Safety Improvement Program (HSIP) to redesign the intersections of Broadway and Littleton Blvd. and Broadway and Mineral Ave. to increase safety for travelers of all modes, improve intersection operations, and improve multimodal facilities through each intersection.

Draft Intersection Concepts

The project team has developed draft concepts for the two intersections. You can access them by clicking on the PDF link(s) below. The proposed changes are intended to improve operations and safety for all modes of travel using these intersections. These improvements stem from the Broadway Corridor Study. While current grant funding won't cover full intersection build-out yet, the concepts support key safety upgrades and position the city to complete the study’s recommendations in the future.
