The County Line Trail Connections project will improve safety and connectivity for pedestrians, and bicyclists along County Line Road and the High Line Canal Trail in the area between Southpark Lane and Broadway.  

Project design will be complete by late Fall 2025, with construction likely completed by Winter 2026/2027. Funding for design and construction was awarded to the city by the Denver Regional Council of Governments (DRCOG) through the Transportation Improvement Program (TIP). This project is being coordinated with Douglas County, the High Line Canal Conservancy, South Suburban Parks and Recreation, the Highlands Ranch Metro District, and Denver Water. 

Planned Improvements

The improvements planned for this project include: 

  • Building a new shared use path for pedestrians and bicyclists along the south side of County Line Road between the High Line Canal Trailhead and Broadway. 
  • Improving the intersections of Southpark Lane, Southpark Terrace and a private driveway with County Line Road to facilitate bike movements and make them more accessible to people with disabilities by improving to current Americans with Disabilities Act (ADA) guidelines. 
  • Adding features to make the County Line Road/Southpark Lane intersection a “Protected Intersection” to improve safety for bicyclists and pedestrians. Smaller/tighter curb radii will slow turning vehicles, resulting in safer walking and biking.  
  • Creating a new trail connection from Southpark Lane to the High Line Canal Trail.  
  • Connecting two paved sections of the High Line Canal Trail between the High Line Canal Trailhead (just south of County Line Road) and the C-470/Centennial Trail to a 12-foot-wide concrete shared use trail. 
  • Realigning the southern intersection of the High Line Canal Trail to improve sight distance.  
  • Widening the unmaintained soft surface trail just east of the High Line Canal Trail to better accommodate maintenance vehicles.

Schedule Highlights

  • Summer 2023: Data collection (land survey, traffic counts, environmental resources, geotechnical and utility investigations)
  • Fall 2023 through Early 2024: Preliminary (30%) design
  • Fall 2023 through Summer 2024: Environmental reports and clearances
  • Early 2024 through Fall 2025: Final design
  • Early 2026 through Winter 2026/2027: Construction

Collaborative Process

The city regularly collaborated with Douglas County, the High Line Canal Conservancy, South Suburban Parks and Recreation, the Highlands Ranch Metro District, and Denver Water to develop the plan for improvements. Coordination also occurred with the adjacent property owners to discuss ways to maximize benefits while limiting impacts to their properties.
