Under this system, Littleton citizens elect a mayor and six council members to serve staggered, four-year terms. Council hires the city manager, the city attorney, and the municipal judge, who report directly to the city council. As the city’s chief executive officer, the city manager is responsible for implementing council policy and oversees responsibilities for the day-to-day administrative affairs of the city. City staff, under the direction of the city manager, is responsible for carrying out the direction of the city council in implementing programs and services.

The strength of Littleton's council-manager form of government lies in the political leadership of the city council combined with the strong managerial expertise of a professional city manager.
