Littleton is a home-rule municipality.
According to the Colorado Constitution, home rule means that the citizens of Littleton have the right to decide on local matters and determine how local problems should be solved, unless the issue is of statewide concern. 

Littleton operates under a council-manager form of government.
Under this system, Littleton citizens elect one mayor and six council members to serve staggered, four-year terms. Council hires the city manager, the city attorney, and the municipal judge, who report directly to the city council. As the city’s chief executive officer, the city manager is responsible for implementing council policy and oversees responsibilities for the day-to-day administrative affairs of the city. City staff, under the direction of the city manager, is responsible for carrying out the direction of the city council in implementing programs and services.
