Submittal Requirements - Historic Preservation Applications

Per Section 10-9-1.5(B)2. of the Unified Land Use Code (ULUC), these Submittal Requirements are established by the Director of Community Development and are required for use by all applicants.

The Historic Preservation Applications processes follow the City of Littleton’s Development Review Process. Table 10-9-3.9.1 Development Review Summary in the ULUC can be referred to for more details on each process. The table below summarizes the steps required prior to a complete application being assigned to a project planner and sent on referral.

Staff may require the applicant to submit additional information or exhibits, not listed in the table above, in response to unique circumstances or based upon information received from referral agencies or other sources.

Photographs

☐ Historical Photographs of the structure or site, if available. The Littleton Museum has a substantial historic photograph collection. Please contact the Museum at 303-795-3950 to make an appointment with the Research Center to view the collection. There is a fee to have photographs copied. If date of photo is known, please include. Pictures obtained from the Littleton Museum that are used on the plan set must credit the Museum. If no historic photographs are found, please include this information in the letter of intent.
☐ Current color digital photographs of all visible sides of building, close-up shots of any features proposed for alteration and streetscape shots to show adjacent buildings and/or the context of the subject property in its surroundings. Photographs must be good quality and clearly labeled.

Building Elevations and Details

☐ Demonstrate that that the equipment and/or utility boxes are screened from view from adjacent property owners. Typically, a screen of 6 inches taller than the equipment demonstrates that screening requirement will be met. Equipment and the screen must be dimensioned.

Windows or Storefront

☐ For replacement of original or historically significant windows:
The applicant must demonstrate the need to replace windows. In some cases, photographs and a written statement may suffice to demonstrate the need for replacement. In other cases, a window assessment completed by an individual with knowledge and experience with historic window repair may be necessary.

Brickwork/Stucco

Glossary - Submittal Item Descriptions

  1. Application Fees: The Littleton City Code provides for the establishment and collection of fees for certain services by the Community Development Department. An applicant is responsible for providing title insurance and document recording fees. The applicant is also responsible for all costs related to public hearing notices.
  2. Application Form (Online): Completed form that lists the contact information for property owners and applicants, and a brief description of the applicable request.
  3. Decision Criteria Narrative: Applicant’s response to the relevant decision criteria/considerations described in the ULUC for a specific process.
  4. Economic Hardship Information: Documentation that corresponds with an applicant’s selection of economic hardship items as described in ULUC Section 10-8-4.3.A.
  5. Electronic Materials Board: An illustrative and description of the building materials proposed.
  6. Historic Building Survey: A historic building inventory record used to document and evaluate a structure.
  7. Copy of Denied COA: An electronic version of a previously denied Certificate of Appropriateness.
  8. Landmark Designation Application: A city created form, titled Landmark Application Supplemental Information used as a historic building record and evaluation tool.
  9. Letter of Authorization: Letter from the current property owner acknowledging and authorizing the application submission.
  10. Letter of Intent: A concise explanation of a proposed project that includes the full scope of work.
